I have had players in skirmish move away from enemy statiting it is legal in a counter as they are in skirmish - and thus do not have to take a waver test.

loose order were faster (120pp tactical) to HELP (not the only reason <formation, historical etc etc) balance the wavers resulting from being charged by mounted.
