Would it be possible to allow players to take some of their C moral
troops as D moral, in order to fulfill the requirements of this
format?

We are not permitting that, Mike. We playtested the format, and there are
wayyyyy too many problems with letting someone simply downgrade C troops to
D's. I am quite aware *why* someone would want that, but in our opinion, it
quite disrupts what a Dogs of War tourney is trying to achieve in the first
place. At least what we are trying to achieve with ours.

Jon,

Almost all armies have some troops that are undetrained, overpaid,
overrated or just badly led and that could justify a downgrade. How
about you allow people to pay for the C as C, but for the list and
game let them downgrade as many as necessary or desired to D so the
downgraded elements' costs would count twoard the points requirement?

Not a big deal Jon ... a group of us here were just talking about
this format over lunch the other day, and realized that none of us
could even come close to making an army under this format with the
troops we have.

If called upon to do so, I have several "D" heavy armies that I would be
happy to loan out for borderwars.
