No. rocks are 'shooting' and you can't shoot twice.

Hey, someone has to use the never-used rules.

Many years ago, maybe in 6th, at the Havoc convention, my Sumerians took on
the Swiss, from some guy who had never played before. He set up 3 steep rocky
ridges around almost his entire deployment zone, put EH pike in the gaps,
and waited for me to come after him. As a draw would have left me out of
contention, my miserable crew began trudging up the slopes hoping to get
lucky, which is when the avalanches began....
Then again, if the Swiss (who actually did) can't use boulders, who can?
