Do what judges for diving competions do: Assign a degree of difficulty (DoD) to
armies. Killer armies get .1 and dog armies get .2 or .3 or whatever. How one
assigns a DoD is based on popularity and tournaments results.

Any army played by Downs or Stiers is an automatic .05 ;>)

So: I think that it may be helpful to those players who would like to play
a given army, but have difficulty getting success with it - whatever it is
- to have list construction advice/ideas, ditto tactics. This listserv is
one source of such, but actually having someone good design a list for -
say - Normans is uncommon.

How to promote such use? I don't have well-formed ideas here, yet. Sorry Smile.
