Yes, I have a bunch of unpainted lead lying around that I'll probably never use.
Dozens of figures in 25mm that I can't envision any future for in my armies, and
probably hundreds of unpainted 15mm figures that fall into that category, since
(a) I have several thousand painted 15mm figures, and (b) I don't play in that
scale any more.
So someone willing to donate some painting timme can certainly get me to donate
enough time to do an inventory and see what I've got that I can part with.
But here's the thing: when I think about it, I probably have a few painted units
in both scales that it wouldn't hurt me to part with.
For example, I have 16 figures of 25mm English Longbowmen. I didn't paint them.
I didn't pay for them. I believe they were painted by Christian Cameron sometime
around 1988. For years I thought that they might fit into a Teutonic Knight
Army, or an Italian Condotta, or that they might acquire enough companions to
become part of a Medieval Spanish army. Honestly, none of that is ever going to
happen, and these guys should really move on to the next owner and find a useful
home.
If we had even a dozen guys that could part with a unit or two of painted
figures, we could probably cobble together one or two Fast Warrior armies ready
to go.
Yes, there are issues about enough figures from the same period with enough mix
of types and weapons to constitute a Fast Warrior army (not much you can do with
16 longbowmen, 32 legionaries, and a couple of Burmese elephants). But maybe
some of us veterans with spare lead, both painted and unpainted, should take
stock of what we have.
I, for one, am more than happy to part with some unused lead if it brings new
blood permanently into the hobby. That's a great return on investment, from my
point of view.

If someone were to take charge of such a program and put out mails asking for
certain units to complete some FW armies to be given to new players, I would
devote time and/or units to such a program.
