I'm always drawn to large blocks of irreg infantry. I guess I'm a
grind your opponent down player. I'm running a 15mm Rus army with
blocks of 32MI, LTS, JAV, Sh. Very tough to kill, but very slow to
close, thank goodness the new army list provides large numbers of
Bulgar LC and HC,L,Sh for my other flank.

What is the most cost effective infantry in the game (other than Late
Romans)?

I would argue that Late Romans are among the least cost effective for the
points. Perhaps the best in the game are "Super Peltasts and Daylami/Egyptian
Marines." These guys can skirmish, pin, fight cavalry, and fight in bad terrain
like no other troop type. They even have a reasonable chance against SHK. All ya
gotta do is pass that waiver test in the open. When used in combination with
cheap pikes and regular Hvy cav with lance, they are most effective. The key is
using them in a combined arms role as with any troop type.

In my opinion, the most cost effective infantry is;

Regular,D,LMI,(missile weapon),1/2Sh (all shield for S or JLS)

At 50 points a unit, this is a great deal. Having a mixture of several
different types of missile weapons is good, in my opinion. I think someone in
an earlier post pointed out that he ran an army with 70+ CB's and noticed the
limitations of the weapon. In my opinion, almost anything you run in such
numbers will clearly show their limitations. Better to have a greater variety
and match up the best shot against the best target, or as tactical strategy
dictates. For JLS foot, upgrade to C is better.
