We are aware of artistic depictions of Anatolian one-handed cutting
weapons, and thought about treating the drepanon as 1HCW in Classical
Warrior. However, we consider the availability of 1HCW to be not
merely a matter of "hardware," but also the training that went into
its use. Thus, although the Romans are said to have adopted the
gladius from the Iberian Spanish, we do not give the latter 1HCW b/c
we don't consider their traditional fighting style to warrant that
treatment. At the same time, we wanted to reflect the nasty effects
of the drepanon (at least one account describes a warrior with
drepanon striking the front legs off a horse)and 2HCW seemed the best
option available to us.
BTW, there is no reason to think that the drepanon was used only with
the Hoplite aspis (sometimes called hoplon), but it is interesting to
see it depicted with what otherwise might not seem to be a suitable
shield. (Thanks, Rich, for the cite!) Compare the illustration on
page 24 of the Osprey booklet on the Achaemenid Persians, which shows
a drepanon-bearing warrior with a rather smaller but still circular
shield.

Lykians should not have 2HCW. The drepanon is a one handed weapon
