Hmmm... I think this needs a clarification/re-write. The sentence in
the rules (8.7, page 65) reads...

"Bolt shooters on carts can only see standards and elephants over
intervening troops on the same level." etcetera.

This has been read, by experienced good players, as allowing bolt-
shooters to fire over friendly troops at those targets. If the
intention is only that the intervening troops are enemy troops then
something like that should be explicitly stated.

Or is there a rule statement already that disallows this that I just
don't see (and in any case, should get a "see *.**" tacked onto the
LBS sentence above, because like I said I know folks who do not play
it that way and are reading this rule exactly as I stated)?

That rule, as it is written, is going away. People are indeed continuing to
take the ability to 'see' something as the ability to fire upon it - not the
same.
