I suppose the best way to find out if there are significant
inflection points in list building would be to have the tournament
list-makers spend a few years using free-choice armies, instead of
being constrained by the limits of a list.
This would disclose the "most powerful" combinations of troops, and
how they relate in rock-paper-scissors terms.
Then the historical lists which happen to contain those "most
powerful" combinations could be normalized using some sort of
surcharge. Or if only a few lists lacked any those combinations,
they could be discounted by some percentage. Or just ignored by the
tournament players.
The question of how to make points/armies have an equal chance to win
is more obviously important for the Fantasy rules, since those lists
have no basis beyond the author's imagination. I'd be interested in
knowing the methodology used to create the Fantasy lists; is there an
attempt to equalize win-ability?
