Is weather effects used in tournaments? I seem to recall going to a
tourney (Norbert Gisclair??) where they diced for weather each game.
I think that would be kind of neat, and offer some additional
challenges.

Use of weather at any given tourney depends on the tourney organizer(s). At
tourneys I run, we use weather. Having said that, in many many many
instances, both players agree not to use weather. My "edict" is that if one
player wants to roll for weather, thou shalt roll for weather. If both
players agree not to, fair skies and a target rich environment ensues. I like
weather in games and think it adds quite a bit in those games in which it
occurs. Of course that's only if it screws the other guy:):)
