Not that we need to do interps of another game on this list, but: Everything
you wrote above is true. What I think you missed is that you must roll to
be allowed a counter move (see WRG 7th page 25 "counters" sentance 1). Once
the roll is succesful, that counter move could be replaced by (or include) a
manuever as per page 26 (you can not replace what isnt there yet). Therefore
clearly all counter activities require a sucessful roll.
