Jon,

This situation arose in my game with Will yesterday.

His Spanish SubGen was unreliable. He tried giving that command an "Attack" order, and rolled a 1 on interpretation, and as I read 4.43, that meant the command went to "Wait"

On Bound two, Will had his CinC send a new order to the SubGen. The SubGen rolled to interpret this order, rolled a 1 again, and was still on Wait orders.

Bound Three, CinC sends another change of order, SubGen rolls a 1, command stays on Wait orders.

Is that correct?

Nope.

4.43, last paragraph. (page 22) It takes a full bound for the CINC to realize the sub is not doing what he was told. In your example, Will could not issue a new order until bound three.
