Embarassed I'm kind of confused as to whether or not the Greek City Militia can be used with the Other City Dwellers or not in the same list? Can they?

Your confusion may arise from the and/or between Greek City Militia and City Dwellers. However, that 'and/or' modifies the entire phrase, not merely the two 'City' troop lines.
