Where are we at with eligibility to buy incendiaries?

I thought that there had been a consensus, including yourself, that we were going to end up at 'If your _opponent_ buys fortifications, you may buy incendiaries." But I see no such clarification, unless I'm just missing it.

So, both for the NICT as a player and for the Theme as an ump: where are we at on this?

Jon can elaborate but I think you're missing something. You can't buy em unless your opponent purchases fortifications. But again, Jon can quote chapter and verse.

I'm curious also b/c in the past it has been played that you can buy fortifications and then you can also buy flaming arrows for yourself. I'm seeing it more and more w/ Japanese and such.
