I apolagise in advance if this has been answered before, but I cant find it.

A chariot that has Bow armed crew qualifies as a "Missile troop" and therefore gets no free charge under "Attack" orders. Is this still the case if the crew is also armed with LTS? I believe Foot armed with LTS and Bow get a "free" charge (just like cav with a lance). Does it matter if all the crew are armed with LTS as well or only some?

That is the case no matter what else they are armed with.
