In the Italian Condotta list, it says that "If an Ally-general is used, he must represent any of these named city-states except [VG] and [GC] and brings the respective marked items for that city-state although minimums are halved." My question is, does this mean that the Ally-general cannot bring items in the universal part of the list (such as militia)?

The universal troops are available to an ally general. The only difference between an ally and a CinC is in the required minimums. |
