Hi
Was wondering why the Spanish in the first Punic war and in Italy during the second Punic war cannot be upgraded to regular, as they can be in the early Carthaginian list and the later lists and also the third Punic war

The upgrade to regular is after the listing of all periods, so any such Spanish can be Reg C.

Thanks I thought that those upgrades only applied to the third Punic wars and for Zama.
