They can shoot at enemy elephants over enemy bodies. true or false

Ed the confused.

The carts don't matter at all...as they do not grant any overhead shooting, nor restrict it.

So, Bolt Shooters on a rise.

Rule 8.7 contains:
"Stone-throwers or bolt-shooters can shoot from Higher Ground on a Rise, Low Ridge or Knoll, or from or to Higher Ground on a Hill, over intervening troops who are at least 40 paces distant from both them and their target."

So yes, they can shoot over their own bodies that are closer to them than the enemy as long as the appropriate 40p gaps are present.

Whether or not they can shoot at enemy elephants over enemy bodies depends on target priorities. If the elephants are the target priority, then yes. If something else is (shooters to front) then no. They also have no need of the Rise (higher) to do so...nor 40p gaps where enemy bodies are concerned (Frank interprets the rules here, given all of the above.)

As a concrete case, your bolt shooters could be sitting on level ground with an enemy pike unit right in front of them and enemy elephants right stuck up against those pike and you'd be shooting at the elephants.

Frank

I'm not the web expert that Steve is, I was doing pretty well to take the picture on an android phone and correctly get it uploaded.

Let's see if the attachment works
Yes, this works as an attachment.
Here the bolt shooter fires and must fire at the elephant, not the spear elements.

Here goes the second example
The boltshooters are within range of the LI SS so must now shoot them instead of the elephant.

Only in the case that stone throwers or bolt shooters wish to use elevation (hill, rise).

Note still that you cannot fire over your OWN troops on level ground.
