Note: I participate in a lot of different games, many of which have
a tournament format.
Casually, people play in various ways, however, formats perceived to
be 'official' carry a lot of weight. That is, whatever the
competitive tournament format is set to be is what people feel the
need to play with.
Sure, there are exceptions, and some tournaments have refreshing
differences (Dogs of War, Theme events, Mini-events), however our
Warrior time is relatively limited...and we want to put our time
into Warrior play we will find rewarding. Tough to justify spending
time on X-Rule playtesting.
I personally get to play about once a month, and as I am a
competitive gamer I like to test armies and strategies that I'd
bring to an event, in the likely format of the supposed event.

events' and any time spent playtesting something different would
be 'wasted'. Just a guess from what I have heard as to why no one
wants to playtest proposed changes - in fact, many people have
stated this explicitly right here.
