Gents;

Are the list minima altered for 1200 'mini' tourney's, or are they
the same as a 1600 point game? Other than size of the playing
surface, are there any rule mods or anything else that is altered
from a 1600 point game?

There was nothing different except table size this weekend. That is not to say
that an event organizer could not mess with minima if he so chose.

that the list minima don't change. That's what makes the potential army
composition different from a 1600 point list.
