The main reason that I and others in my area (Republic of Texas) play 15mm, is that it allows for a more dynamic and fluid game.  It gives each player a full feel in fighting a battle not just move forward and hack and slash.  By playing 15mm on a 6'x4' or larger table, you have to plan and successfully execute the following:  the recon battle (LC/LI), fix and pin the enemy main body, master maneuver (something hard for those IRR armies), learn to effective screen open area or terrain, and mass troops in the week spot of the enemy's line while maintaining the integrity of your own lines.   As most of you already know, to do this with 25mm armies, you would need a massive table and most people don't have the room for table of that size in their house, apartment, hobby store, school, or where ever they play.
