If a unit armed with 2HCT in the front rank and LTS in the second rank is
charging or countercharging an opponent not armed with the correct weapons to
negate any minus' for facing such weapons, does the opposing foot get a -1 or
-3 HTH modifier? (facing 2HCT and steady LTS at first contact)

the only one in contact/ The LTS doesn't count as an eligible rank in this
case since the front rank is not also armed with LTS.

We will ensure that 'facing' is clarified to mean in contact with not
just fighting.
