Warrior Ancient and Medieval Rules

The 5H program is limited to one person per municipality to keep from having
a bunch of folks volunteer just to get FHE stuff at 40% off. We believe that
one person per city running at least two public events a year is a great
start and if we get to where some city needs more than one person to run more
than two events a year, we *might* consider expanding the program.

For now it is as it is. Let's give it a chance to work the way it is for a
while.
