I still keep getting interrupted so the following isn't what I'd like
it to be...

The 6.16 Charge rule does not tell me how to "use" the 6.161
Eligibility, 6.162 Charge Reach, and the Charge Path rules in
combination to determine "eligibility." And its complicated because
eligibility may change between Charge Declaration and Charge Movement
(???)

The a,b,c list should include lines saying when to determine
Eligibility, because you have to do it both in the Charge Declaration
phase and again in the Charge Movement phase.

It seems to be that 6.161 should actually say "Eligibility to
DECLARE a charge. The following bodies may not DECLARE a charge:" so
it is clearly consistent with the next-to-last sentence in 6.163.

The bullet items should include:
*Has at least one legal target within Charge Reach at the time of
Charge Declaration.

For me, right now, if would clarify things if there was an
Eligibility To Make A Charge Move section saying:
*Has a legal target still within Charge Reach at the moment the
Charge Move begins.

Eligibility TO charge is only one facet of what is happening-- the
other facet is that the enemy units need to determine their
eligibility to BE CHARGED in order to do morale effects and
responses. In other words, the charge area of the rules could be
connected with 6.166, Charge Responses in more detail because the
"status" of the responder is being determined through the workings of
the "charge" rules section. But I'm not expressing this point very
well...

The term "charge actions" seems to be merely a connector phrase.
