6.162 Charge Reach, 3rd sentence says:
"Charge reach is measured to the point of first contact with the target body."

It is unclear whether this means:
1) nearest point to nearest point
or
2) the distance which the charger would measure if he charged and the
target stood to receive

Also,since Reach is so closely bound up with Path, it would be easier
to comprehend if the Path rule were right next to or combined with
the Reach rule, instead of being hidden at the bottom of the page
without being set off by bold type.
