If you dice for initiative and move first then you can go into
skirmish with munted missile troops based on enemy mounted possible
(if unlikely) moves.

The problem seems to be when you go second, or when facing enemy foot
that normally moves first.

But... may you within the rules legally *pre-empt*, with a mounted
missile unit, the movement of enemy foot troops and by so doing get
into skirmish based on their possible if unlikely movement as well?

That would presume no enemy mounted within 240p of course.
