Ewan's article on army design, while an excellent talking paper, does reflect a
couple of commonly made errors.
1. If you have two generals, you can have either one command or two. You are
not required to put the CINC in any given command. This would mean Ewan's first
list could be either one command or two.
2. More importantly, you are not required to determine your command structure
until after terrain for the battle has been determined. Not a few Warrior wins
have involved a player taking advantage of an opponent's pre-determined command
structure, which didn't take into account the exact opponent being fought or the
terrain.

Jon,
I was wondering about something concerning tournament games. . . Is it
allowed to as your opponents how many units are in each command. And more
specifically is it in bounds to ask which units belong to specific commands?
Thanks,
Kelly
