Yes, Ewan, somehow I got the feeling #3 was not going to be very popular with
players, which is why I am doing this. The one mistake I will attempt NOT to
make is the GW method of designing games primarily the way the designers want
them played without first priority to the players. If there are multiple
opinions, I have no problem deciding 'our' way. But if the players
overwhelmingly don't want something we were going to include, that needs to
be looked at hard.
Seems #3 might fall in that category.
If, after the results are in (no recounts!) we split #1 and #2, the FH will
decide amongst themselves which one to go with, but I would not force #3 on
the players.

No recounts? Not even if the intent of the voters can be reasonably
extrapolated through independent review by a board non-partisan wargaming
experts with the specific purpose and authority to examine any and all votes
containing hanging participles? How undemocratic?

There will be a recount, but it will be handled on a list by list basis.
