Am I reading the fourth bullet correctly on 8.7 that only two ranks total of
foot armed with bow can fire (first + one more as long as it is within the
2-4 ranks)?

So reg LMI with bow in an 8 element unit in four ranks can only fire the
first two ranks at full effect with no other ranks being eligible to fire?

That is entirely correct.
