Under approaches (6.13), it says:
"...the non-approaching player may pre-empt to approach with a mounted unit
that has no enemy mounted unit within 240 pace of it."
Some questions.
1) Does the approaching player have to declare he is making a foot approach
for my mounted units to be able to "pre-empt?"
2) Does my pre-empt have to be an approach toward the foot unit I am
pre-empting?
3) I can't have enemy mounted within 240 paces to pre-empt. Can I move within
240 paces of the enemy mounted during my pre-empting approach move?

Nope.

You don't preempt a particular unit - you are just choosing to do things out of
order, so no.

I'll answer a tentative yes since you still have to move towards the nearest
enemy body, so I can't immediately see any problems with a yes answer. can you
give me an example?

My answer:
In this case, a LC cavalry used it's pre-empt to close on the cavalry of the
player who had initiative. It just seemed odd that the side that won
initiative could have the losing side pin its cavalry unit by pre-empting.
Didn't feel like I got any benefit of winning the die roll.

John,
What we all need to be careful of is the idea of 'winning' initiative. It is
sometimes perceived that rolling high means you 'won' initiative, yet going
first may be tactically disadvantageous which is why the player who goes first
in approaches gets to counter last - they balance out. There is nothing about
rolling high for initiative that says you should have all the 'advantages' for
having done that.
It is possible to get closer to a mounted body with a preempting mounted body.
