If you are using 14.0 for games (as these lists were written for), then 14.1
applies - last sentence:

"Competition armies can only exceed this points total by less than the value
of their cheapest element."

I've noticed on quite of few of the lists on this group, people will
frequently have a total of say 1603 or 1205 - in other words, just
over the limit for 1200 point and 1600 point games. Is this usually
permissible in tournament games, and if so, how much over would be
considered a reasonable and acceptable amount?
