Hi Jon,
This is where the question comes from:
2.54 Bodies: "A Body can be a unit (including detachments), a separate
staff element or a separate expendable element."
I do not see where FW one element baggage falls into the definition of
"body". As it is logically written, FW one element baggage would not be
subject to Fatigue: 5.31, Waver: 5.5, or other such items as these are
required for a "body".
As you intend for FW one element baggage to be a body under the rules, I
think that the language needs to define it as such.
