The boxed set with armies is a good idea if it can be done cheaply
enough. Maybe HAT industries would be willing to do a deal with you?
They make the 20mm plastic, copying the old Airfix, Esci, and I think
now doing their own new designs as well.

I think they also do 35-40mm plastic, which might be a visually
different approach with one large figure per element base.
