Campaign Question - Incendiaries

Jon,

In Campaign Warrior you are allowed to replace city militia troops
with Ditched Palacades on a point by point basis.

Under 17.0 you are allowed to purchase incendiaries if your enemy's
list provides for temporary fortifications or fighting transport. Very
clear in a normal or tournament game; no so clear in a Campaign
Warrior situation.

Do we take the 17.0 as worded and not allow invaders incendiary
weapons unless the defender has temporary fortifications or fighting
transports specified on their list?

Correct, for flaming arrows for B and LB. And this has nothing to do with being
the 'invader', btw, which isn't a CamWar term.

With all due respect to my friend Chris, I find his question to be a
bit confusing.

In CamWar, Settlement Points may be used for Field Fortification on a
1/8 basis, which basically puts them on a Settlement Players list ...
right?

The question is simple ...

Since the Settlement player can buy Field Fortifications, does that
mean the other player can buy incendiaries?
