No. A low point army is any group of AP that falls under the ability to
purchase all the minumums - CINC/AG included. If you can't even buy the AG,

That is *also* a low point army because you can't even meet the basic
minimums, but LPA's are not defined solely by not being able to buy the general.

Yes.


<<Example: Someone purchases Italian Condotta AP. The list minimums
are a CinC and 4 elements of knights. If you don't have to purchase
the Ally General per Campaign Warrior rules, you could purchase up
to 3 elements of knights without ever fielding the AG if the ruling
is that low point armies are ones that fall below troop minimums. My
contention is that there should be three steps:

a. Purchase AG first.
b. Purchase minimum troops second (after AG purchase is met).
c. Purchase non-minimum troops as desired (after steps a and b above)>>

Good steps. I will include them in the rules.
