Command Size?

I have a question concerning command size. I realize that the baggage camp
counts as part of all commands for demoralization purposes. If a command has
eight units, does it demoralize at loss of three, four, or five (including
baggage in total) units? The example on top of p. 26 implies four units, but
then
baggage camps says it does count if destroyed 14.44. Am I correct then in
assuming that if baggage camp is destroyed only 3 units needed to demoralize
command and if it is intact, it takes four?

At least one half of eight is four.
If the camp is gone, that counts as one of the four, so only three other units
in that command would have to go to demoralize it.
