Sean,
In the case of the Hussites, the transport element and the shooter element
are in fact separate elements. Both count toward the element limit of 12
elements in a unit, and therefore both count in the CPF total. Note that the
bombard on wagon is one element only as the transport is integral to the
artillery
piece. See section 13.314.
