THe answer to the counter and retyirement question is simple, it is to force
a descision on either countering or retiring as retiring may cause a waver
and always costs prompt time.

when.....there were no definitions as to what constituted a "threatening
situation". It wasn't until 93-94 that we defined 'em. So while it's true
that in many instances, the counter/retirement is a decision point in a game
(and I'll be honest, I've seen more games come down to having to make that one
counter roll than I have on combat random factors), in some cases you don't
really have a choice, i.e., if the unit in question doesn't meet the criteria
for countering, then all it can do is prompt a retirement.
