Dumb List Question

Trying to remember my old WRG 6th lists last night, I presume that if
the troop type stipulates you may take 'up to 100', refers to
individual figures and not elements. Is this correct? TIA.

One thing that this will require is for careful proof-reading to make sure
that all possible costs are detailed; that's a vague statement, but the
particular example that I am thinking of is the difference in cost for
upgrading command stands vs. other similar stands. If the lists only note
a cost of (say) 8 points for MI to become HI, an anal type could with some
validity argue that this must mean that command stands cannot be updated.

What was the rationale for going with the costing by element? My brain
seems to cope with figure costing better, for whatever reason, so I'm just
curious? My first thought was to avoid idiocies like 'all the left-hand
figures on each element have a shield', but that would be trivial to
address in rules, so..?
