My question is on the FW list #124: Early Byzantine

The FW list gives Skutatoi JLS, D, Sh

The Early Byzantine List #12in Dark Age Warrior gives Skutatoi LTS, JLS,
Sh w/ option for D

Why the mandatory LTS in one and not the other?

1) One was done way before the other in terms of list production work. As such,
some things changed between one and the other as more research assets were
brought to bear. Perhaps in the future we'll do another revision on the FW
lists but that'll hafta wait.
