Jon,
I am confused a bit on what spells a player is able to choose in the appropriate
list. Are players limited to only those spells with an "*" if not in a campaign
game? What constitutes "making" a spell book?
5.4 SPELL BOOKS
At the same time as assignment of troops to commands, each Mage makes a record
of the spells he is able to cast from the list of spells available to him as
identified by the army list. This record of spells he is able to cast is called
the Mage’s ‘spell book’. Spell books may have only six spells in them, no
matter how many are in the list itself. If a spell book has not been made for
the Mage, each list has six spells marked that constitute the basic spell book
for that list and that will constitute that Mage’s spell book for that game. In
campaign games, Mage’s spell books may carry over from game to game and can
possibly be added to as the campaign goes on.

The * list is the spell book if you don't pick a specific one. A mage can have
6 spells to choose from the list, each of which currently has 10 spells on it.
He can't choose from among all 10 spells in game, he has to choose from among
only the six he took from that list and put in his 'book'.
