This is how I flock all my bases and my terrain pieces as well. I use
approximately 2 parts water to 1 part glue, and apply flocking immediately. My
sense is that I'm going a little light on the glue, and a 3 parts water to 2
parts glue ratio would probably work better.

Use brown paint instead of water. The acrylic medium adds a
different kind of stickum and the color shows through nicely.

I don't bother to dilute the glue, just use it full strength.

I use undiluted woodglue, put the base in a sand tray (the birdsand from
pet shops -it's very fine and cheap) afterwards i put some drops of glue n
the moulds between the bases - sand again, and while the wood glue is
still wet i soak the whole base with brown airbrushcolour, umbra is quite
fine (I applay it with a brush) and then I apply static grass immedeatly.
As all is still wet, glue and paint combine while drying and the result is
a rockhard base which can take a lot of punishment with nice grass and a
brown "earth" showing through.
Works well for 15 and 25/ 28mm figs.

I would like to add that this really is some hard stuff. I think the static
grass gives it that straw effect that is used in making adobe. When dry it
really is tough.
