Is there any historical evidence that ancient commanders organized
their forces or planned their tactics in order to mitigate the
effects incendiary weapons might have if used against their troops in
the open?
I think not.
Which is good evidence that incendiaries did NOT have a significant
effect on bodies of troops in the open.
Or maybe that not many commanders came up with the idea of using them.
There might be evidence that a very few armies used them in a way
that had significant results against their historic enemies. But
then army list restrictions and points costs _should_ reflect this.
Just because game players today have all "thought of" the idea, is no
reason to allow them to inject it into what is supposed to be a
historically oriented game.
