Irregular A recall

Probably a repeat question, but I can't find it in the archives:

If an Irr A unit in skirmish (and within their charge reach of an
enemy body) takes 2 cpf in prep fire, may it choose the recall option?

As Irr A's are compelled to charge unpromted does that mean they come
under the "cannot" choose recall and must waver test?

Irr A in skirmish cannot choose to recall in this case if they have a legal
target in charge reach and are subject to rush, attack or probe orders.
Otherwise, they could choose to recall to avoid the waver.
