Ok, here we go:

Until you see your first FHE army book that has the wedge list rule, you
won't know exactly how we propose to deal with the issue.

UNTIL THEN: when using an old list that identifies a troop type as wedging,
do the following:

1. If that troop type possesses a weapon that is 1.5 or more rank capable
(like foot javelin, mounted lance, LTS, HTW, etc.), IGNORE the wedge
reference.

2. If that troop type only possesses one rank weapons (2HCW, 2HCT, SA,
mounted javelin, etc.) such a unit may fight 1.5 ranks at first contact.
