Can LI be put on any elephant base or does it have to be
specified by the Army list?

Since no one replied to this.
I beleive the convention is, that if you are using a list that has not
been updated by the Four Horsement, than the LI can be placed on the
Elephant stand if the LI is listed as some kind of Elephant runner or
escort. Updated lists should specify.
The reason for this is that most of the lists were written for Revision 6,
where the option didn't exist. When Revision 7 was written, the option was
allowed, but no lists supported it. A similar situation to HK.
