While I agree with the general idea that many old lists had too large a
proportion of A/B troops given their literal definition in the rule book, I
won't allow us to go too far the other way.
The only lists being worked on at the moment are:
-the first list book: BIBLICAL WARRIOR
-the Warrior Fast Play lists
As far as lists in future army books, like LIR, there is a lot to be done and
NOTHING decided at this point. While I don't think the current lists have
the proportion of high morale troops right, we need to look at a lot of
elements before we make a decision:
-what does history tell us?
-does the list need to be broken down by region or subtype?
-what are the effects of the rules mechanics on any proposed significant
changes? (esp. considering the rules have changed since the lists were
originally written)
-what 'list rules' might we introduce to enhance the essential character of
the list?
-what is the impact of a proposed change on players' enjoyment of or
investment in this list?
Lot to think about - none of it simple. As we debate lists (to the extent
they are up for debate!) please remember the large number of competing
influences. While history (or our understanding of it) is a huge
consideration, it is not the only one.
Given all that, it is WAY too early to be debating the LIR list. IMPERIAL
WARRIOR is out there a ways and folks will be playing the current versions
for quite some time.
Current time discussing lists is better focused, I think, on Biblical lists
and the mechanics of the small lists in Fast Play.

Again, Greg, how many points you play with is 100% a player decision. An
exception is organized events, and FHE is not dictating any particular point
value to organizers of such events.
If you think there should be another point value added to the two NASAMW
usually runs (1200, 1600), then I am sure Scott is listening.
Play what you want!!

Just my two cents here, and it's an argument I have presented before on this
message board.
The problem with moral is not that some armies get too much of it, the
problem is that we play with so many points that a high moral infantry army
can spread from one table edge to the other, forming a complete wall of high
moral troops. If you cut the points down to a reasonable level, you then
have a greater price to pay for large nimbers of high moral troops, that of
flank security!
