Something for the long-term file:
When reading list notes as history, its nice to have the special
cases (asterisked items, X can't be used with Y, etc) appear in
conjunction with the explanation of why. OTOH, it makes it necessary
to highlight or underline those items for quicker reference when
building armies.
Perhaps when the lists are re-done in the far future, such items
should be footnoted instead of inserted?

I agree. When we did NWW, we bold-faced those list construction items to set
them apart from the notes themselves. Will this work in the master army list
book, or would some other format be better?

Dunno. With only a couple of items, bold is easy to find. With more
than a couple, together at the top or bottom would be faster to
quickly reference.
