Hi, I appreciate the effort made in the rules to clarify/explain
everything about detachments. Am I right in thinking that if
an "Irreg C" detachment of LI combines with an "Irreg B" HC parent
unit the combined body is now for nearly all purposes an "Irreg C"
unit?

Is it correct to say that if a detachment is sitting next to its
parent unit, it can recombine with the parent body but neither unit
can do anything else for a turn? In that situation, when is the
detachment able to contribute to CPF of the parent body - eg during
combat of that turn, or the following turn?

May I suggest that all Hamippoi type detachments be upgradable to the
same morale class as the parent body?

Nearly, but not all.

Nope. One would have to move into contact with the other, while the other
remained staionary. they are now a single combined body for all purposes.

As soon as it becomes a combined body.
