How do you know what orders an enemy command has? Do I have the
right to ask what orders my enemy commands have? Should Command
orders be revealed before the start of the first bound?

These questions arise because I faced an opposing command that
advanced into my half of the table and then percieved they were
getting squashed due to terrain and table edge and and the
opposition then prompted units in the command (HC L) to move back
into his side of the table. I assumed he had an attack order as one
of the HC L declared a prompted charge against my LTS peltasts, if
they had been on a lower order they could not of declared this
charge against inf armed with LTS. However 3 units of HC L in the
same command had retired in bounds before the charge was declared.

Ah! Peltasts are not close order foot, but the questions still stand

It is correct for you to ask that your opponent check to see that he has
satisfied the conditions of his orders. I usually do this when only a fe
units
come forward and one or two cross table center. If he has WAIT he can't
cross the table center, if he has probe or attack, more units *typically* need
to move forward. Also i ask for a check when a large number of units counter
or retire and by my count half are not moving forward.
He is not required to reveal to you his orders. In a tourney game he is
required to have them written where a judge can look at them.
<<Should Command orders be revealed before the start of the first bound? >>
No. I will say this: Scott has taken to having players in NASAMW tourneys
write their orders on a premade slip of paper and we now reveal them at the
start of bound 3. Having played a couple of test tourneys this way, it really
solves a lot of issues - which are mostly caused by simple inexperience as
opposed to something heinous.
